As per Qatari government regulations, 51% of the shares of a company must be owned by a Qatari entity(ies). The sponsorship options depend on the business type and legal business structure selected.

There are two types of sponsorship available for a foreign investors who wish to start a business in Qatar.

  1. Corporate Sponsorship ( Partnership ) 
  2. Personal / Individual Sponsorship

In the corporate partnership, 51% of shares of the company are owned by a company that is 100% owned by Qatari citizen(s). 

This allows stronger governance to protect foreign investments, handling issues like shareholder succession under Company law and typically providing a dedicated team to assist with licence and visa renewals along with ad-hoc operational support to operate the company.

Similar to individual sponsorship, the corporate sponsor holds a 51% stake in the business and typically limits involvement through a Shareholder Agreement in exchange for an annual fee.

The remaining 49% of claims are owned by other individuals or an expected partner group, making it ideal for opening a Local Limited Company (LLC) in Qatar.

    In an Individual/personal partnership, 51% of shares of the company are owned by Qatari citizen(s). Two key points to consider: Firstly, profits do not have to be shared to reflect ownership percentage. Often, the local sponsor is paid a fixed annual fee for complete control over the business activities. Secondly, in holding 51% of the ownership, the local sponsor also assumes over half of the company’s liability, but this is limited to the amount of 51% of the share capital.

    In both scenarios, the complete financial and operational management with full and authorised authority over the business will be with the 49% shareholder(s) of the company.

    The company will be registered under the Ministry of Commerce and Industry.
